Product Availability
Our policy is to process all orders promptly. Actual shipping time is
contingent upon availability of merchandise and payment verification. Most
in-stock items are shipped within 24 hours of receipt of your order.
While efforts are made to achieve a high rate of in-stock merchandise, (typically
around 94% - 96%) certain items
occasionally do sell out and/or become difficult to restock.
Items not
in stock at the time of a multiple-item order will be placed on backorder and
shipped separately at Starvector's expense, using USPS shipping. When none of the
items from an individual order are in stock, the items will be shipped as
they become available, the first shipment to be made using the shipping
method requested at time of order placement. Any remaining backorders will be
shipped separately at Starvector's expense, using USPS shipping. If a buyer
selects ExpressMail or another Express shipping method, and the item ordered is not immediately
available, we will downgrade the shipping method to a slower, less expensive
method unless instructed not to by the purchaser. Please email us
if you wish to check inventory on specific items, including items you currently
have on order.

FAQ's
Q When can I expect my order to arrive?
A
If an item is in stock, you can usually expect to receive your order
in 5-10 business days if Economy Shipping is selected, or 1-3 business days if you picked
one of our Express Air shipping methods. On backordered items, shipping will be delayed until
the item comes back in stock, typically around 4-5 days, but sometimes
longer for rare or hard-to-find items.
Q How do I check order status?
A
We just completed our online order status system, and it is fully functional! You can
view your order status 24 hours a day, by clicking the Order Status
button on the top navbar of any page. Please note that it takes a few hours for order
results to become active in the system, so if you just placed your order, status may
not yet be available. Feel free to try again a little later if this is the case.
Once an order ships, you will also receive an email
notice, which will include the shipment tracking number and arrival estimates.
Q
Can I safely enter my credit card info on your system?
A
Absolutely. We use a Secure Commerce Server to process all online credit
card transactions. It utilizes the latest SSL Blueline
encryption technology to assure the safe transmission of all critical
data. Starvector has been processing credit card payments over
the internet since 1994, and overall since 1987. We have not had a single case
of credit card data being compromised over our web sites, and have
never had a single safety or security issue.

Do you give out my customer info to other companies?
A
No. Never. Nada. Zip. All customer information is kept confidential and secure
at Starvector. Unlike some other online vendors, we never sell or rent out our customer database to anyone.

I don't have a credit card. Can I still order online?
A
Absolutely! In addition to accepting major credit cards, we also accept
payments with
PayPal, the leading online payment service on the web. With Paypal, you
can pay us directly from your
Paypal account, or even use your checkbook just like a credit card.
It is seamlessly integrated into our shopping cart system so you can easily choose
which payment method you prefer at checkout.

Can I fax in my order?
A
Yes. You can fax your order to us 24 hours a day at either 603-507-8251 or 806-261-6812.
No special order form is necessary, but one is available from our Catalog page
if you need one.

Will you beat "Forest Video's" price on Product X?
A
We try to match or beat all competitor's prices. If you find a lower
price on any item we sell, Email us
with the Web URL and we will try our best to beat it for you! Be cautious of other
vendors who claim to "beat everyone's prices"...especially those that aren't
inside the U.S. Some of them artificially "pad" the exchange rate to make it look
like you're paying less than you actually are!
Q
Do you charge for shipping when you send backorders?
A
No. Shipping charges are billed in full with the initial shipment. If any
items are backordered, they will ship when available at no extra shipping
cost to you. The lone exception to this rule is on some international orders,
where the original shipping fee has been reduced, based on the weight
reduction of non-shipped items.

I can't find the exact item I'm looking for. Can you special order it?
A
We carry over 250,000 unique consumer electronics and software items in our warehouses
for physical shipment at any one time. If you still cannot find what you need, let us know and we will
be glad to source it for you.

Prices & Shipping Info
At Starvector, our prices on software and electronics are VERY competetive, and we
have NO hidden charges. If you find a lower advertised price on a
piece of merchandise we carry, let us know and we will do our best to match
it or beat it. Otherwise, the posted price at the time of your order

Our minimum shipping charge for regular domestic ground shipping is $5.95 for a single item
under one pound.
Additional items add to the shipping fee based on weight and quantity ordered.
Listed shipping prices are for single-item purchases of < 1 lb. Rates for larger orders vary.
Shipping prices may be higher than those listed for unusually large and/or heavy articles.
Posted delivery times are estimates provided by the couriers, and are based on
the date a product ships...not necessarily the date it is ordered. Shipments
made to incorrect or non-existent addresses may be subject to forwarding fees
or return shipping costs. Please be sure to enter your address information
accurately and completely when ordering!

Product Compatibility & Fitness of Purpose
Starvector cannot warrant any product as fit for any particular use or purpose.
We strongly recommend customers evaluate a sample unit to determine by their
criteria whether a product will work in their configuration. In the world of
computers there are many products that may be incompatible with a certain
brand or certain parts. In cases like this it is your responsibility to
resell the product into a standard application in which the part will work.
We are unable to take parts back because they will not work in particular
brand product if they function correctly in others.
Also be aware that certain older DOS games or applications may not run inside Win95
or higher, and may require a complete DOS reboot, inclusive of the correct DOS audio
and CD-ROM drivers, as well as EMM386 memory manager. A DOS 6.2 boot disk, or a
helper application like "DOSBox" may be necessary in some cases with these
titles. For this reason, please be sure that your system is set up properly to handle
older DOS titles before you order them, as we cannot accept them for return.
For your convenience, we have included links to the manufacturer's web sites on most
of the items we sell. Use them to find more detailed
information and specifications about each item, to assist in your decision-making process.

Product Packaging
All the consumer electronics items we offer are new, factory-fresh and unused with
full manufacturer's warranty, except where otherwise noted.
Please contact us prior to placing your order if you need more details about how a specific
item is packaged.
All the software we offer is new, factory-fresh and unused, except where otherwise
noted. Most of the software titles we sell are in full retail boxed packaging, while
others are packaged as "jewel case" or "sleeved" items. While the actual software
remains identical, the jewel case and sleeved CD's do not include the bulky exterior
box, and are therefore lighter and cheaper to ship. Most titles in our New Arrivals
section are full retail boxed versions, while some of the older software we sell may
not include the outer box. Most of the jewel case titles come with printed
documentation, while others have the documentation on the CD-ROM itself in the form
of a text or "help" file. Due to the fact that many times we do not know beforehand
how a product is packaged until we receive it from our distributor, we are unable to
list the type of packaging for each individual title on our site. For this same
reason, the photo shown may differ slightly from the actual product. (example: in the
case of a sleeved/jewel CD vs. a boxed title). Please do not assume a particular
title is packaged a certain way, or contains certain features, based on the photo
alone. Also, where no version number is listed in the item description, it should be
assumed that the title is most likely not the latest version available.
UPON REQUEST, we can ship items without their heavy exterior
packaging for our international customers who are interested in reducing shipment
weight and saving on shipping costs. We do this ONLY when our customers
specifically request it, and at no additional charge.

Payment Methods
We accept payment by Visa, Mastercard, Discover, American Express, personal
checks, money orders, and wire transfer. We have also added
a brand new payment option: PayPal.
They are the top online payment processing firm, and they allow anyone to
send money safely over the internet, totally free!
Under certain
circumstances, personal checks may be held up to two weeks for bank
clearance. Orders by all other payment methods are processed promptly. We have
no surcharges for credit card or Paypal orders. We do not accept payment by C.O.D. or purchase
orders at this time. Wire transfers incur a $10 bank processing fee which is
imposed by our bank, and may incur additional fees at point(s) of origin. Check
with your financial institution for a complete list of fees and surcharges
before wiring money. Please email us for bank details if you wish to pay
by wire transfer.

Returns & RMA's
We will accept product returns for items which meet the following criteria:
DEFECTIVE ITEMS
Items found to be defective may be returned within 20 days of the purchase date
for replacement only. If a replacement is not available, the purchaser will have the
option of a refund or store credit equal to the full purchase price. Returned
items are shipped to Starvector at purchaser's expense and risk. Replacements
are shipped to purchaser at our expense and risk. Items returned and found
NOT to be defective will be returned at purchaser's expense. Therefore please
verify that your product is in fact defective before returning it.
NON-DEFECTIVE ITEMS
Non-defective items may be returned within 10 days of the purchase date for
store credit only. They must be UNOPENED, undamaged, and in the original
manufacturer's packaging. Upon receipt, a store credit equal to the full
purchase price, less a 20% restocking fee will be issued to purchaser's account
for application toward future orders. We reserve the right to limit the frequency of this type of
return in individual cases where deemed necessary. We cannot
accept non-defective items for return which have already been opened.
Returned items are shipped to Starvector at purchaser's expense and risk.
MIS-SHIPPED ITEMS
Items which have been sent to you as the result of an error on our part, or an error on the
part of one of our shipping warehouses, such
as an incorrect item or a duplicate order, may be returned within 60 days
of the purchase date for a full refund, replacement, or store credit, at purchaser's
option. Returned items must be UNOPENED, undamaged, and in the original
manufacturer's packaging.
Original shipping charges are non-refundable, and
all returned products MUST be accompanied by an RMA (Return Merchandise
Authorization) number. Please fill out the following form if you wish to
obtain an RMA number for a return:

RMA numbers must be
clearly printed on the outside of the package. Items received without an RMA
number will not be accepted. When returning items, it is the sender's
responsibility to ensure that all articles are received by Starvector,
and that they are received undamaged. Using an insured shipping method is
recommended. We will not be held liable for inbound parcels which are
misdirected, damaged or lost en route.

Cancellations
Orders may be cancelled or modified at any
time prior to shipment. Notice of cancellation must be made by fax or
email. Any requests for order cancellations that are received AFTER an
order has been processed and dispatched, are considered invalid, and may only
be returned subject to the conditions outlined in the "NON-DEFECTIVE" portion
of our return policy.
This includes emailed cancellation requests sent prior to shipment, but received and read
after shipment. All orders received by Starvector are to be considered valid
and active until such time as we receive a cancellation request as defined by
the aforementioned terms.
